Message from Mayor Amy Shuler Goodwin
Like many cities across West Virginia and the nation, Charleston has faced rising challenges related to substance use, mental health, and homelessness. That is why I launched the City’s Coordinated Addiction Response Effort (CARE) to connect individuals and families with resources, expand outreach, and strengthen partnerships that address substance use disorder (SUD) and its impact on the community. Building on this commitment, the City of Charleston continues to focus on reducing the impacts of SUD — including the opioid crisis — through programs that promote prevention, treatment, and recovery.
The funding made available through the opioid settlement agreements provides our community with a critical opportunity to turn the challenges of this crisis into meaningful action. By investing these funds in programs that support prevention, treatment, and recovery, we can help individuals and families heal and strengthen our neighborhoods. Working in partnership with the United Way of Central West Virginia, which will manage and distribute the grants, and with guidance from the Opioid Community Council, we are committed to ensuring these resources reach the programs and people who can make the greatest difference.
We are grateful for the opportunity to work alongside local partners and community-based organizations to advance solutions that reduce the impact of opioid misuse and provide meaningful support for those affected.
Notice of Funding Opportunity
The opioid epidemic has deeply affected individuals, families, and children in the City of Charleston. To continue addressing the impact of this crisis, the City of Charleston has entered an agreement with United Way of Central West Virginia as the fiscal agent to oversee the management and distribution of funds from opioid settlement agreements to local organizations working in the areas of prevention, treatment, and recovery. Guided by the Opioid Community Council and the West Virginia First Memorandum of Understanding, and overseen by United Way of Central WV, the City of Charleston’s grant process will open in August 2025.
Now more than ever, it is critical to support evidence-based approaches and activities with proven outcomes in prevention, treatment, and recovery. Please refer to the Guides and Grant Toolkit to support your application and ensure your agency meets eligibility criteria and funding priorities.
Approval
All awarded funding will go through a multi-step application and review process by the Opioid Settlement Committee, as approved by the City Council
Opioid Community Council:
Chief of Staff Matthew Sutton, Former US Attorney William Thompson, Dr. Cynthia Persily, Dr. Brian Lilly, Dr. Martha Carter, Bill Woodrum, Emily Hanna, Ashley McElwee, and Sarah Stone.
Designated Funded Purposes
Evidence-based strategies, programming and services.
- Treatment: expand the availability of treatment for individuals affected by substance use disorders and/or addiction.
- Prevention: develop, promote and provide evidence-based substance use prevention strategies, to provide substance use avoidance and awareness education, to engage in enforcement to curtail the sale, distribution, promotion or use of opioids and other drugs, to decrease the oversupply of licit and illicit opioids.
- Recovery: support recovery from addiction to be performed by qualified providers.
All applications must align with Schedule A (Core Strategies) and Schedule B (Approved Uses) as designated by the West Virginia First Memorandum of Understanding. Failure to comply will result in an automatic rejection of your application.
